NC body to ready joint amendment proposals to statute bill

KATHMANDU, Sept 1: Nepali Congress (NC) has decided to form a taskforce headed by its chief whip, Chin Kaji Shrestha, to prepare joint proposals that its CA members wish to register for amendments to the constitution bill.

A central working committee (CWC) meeting of the party held at New Baneshwar here on Tuesday asked the party's CA members to submit their amendment proposals to the Shrestha-led committee for registration in the CA. The other two members of the committee are Ananda Prasad Dhungana and Ramesh Lekhak.NC spokesperson Dilendra Prasad Badu said the committee will look into the amendment proposals and also consult other political parties before registering them at the CA on behalf of the party. The amendment proposals will be registered only after ensuring that they will receive the support of a more than two-thirds majority in the CA.

NC Chief Whip Shrestha is entrusted with holding consultations with other parties to create an environment for a two-thirds majority vote for the amendment proposals that the party's CA members wish to register.

The decision comes in the wake of a CPN-UML standing committee meeting on Monday deciding that its CA members will not register any amendment proposal to the constitution bill without holding consultations with the party leadership. The meeting decided to file amendment proposals jointly on behalf of the party.

The NC will file joint amendment proposals on various issues, including a threshold for political parties, the powers of the districts, provisions related to army mobilization, semi-judicial powers of district administration offices, and secularism, after holding consultations with other parties, according to party Vice-President Ram Chandra Paudel.

According to a press statement issued by the party, the CWC meeting decided to put off the party's pre-scheduled village, municipal and district level conventions in view of the special circumstances of constitution drafting in the country. The meeting has also decided to hold consultations with other parties to bring amendments to the interim constitution in case a new constitution is not promulgated by mid-September, so that political parties can hold their general convention in five and half years under the exceptional circumstances.

While denouncing the violence that various agitating parties have unleashed in various parts of the country, the NC has appealed to all such parties to put forth their issues in the CA itself. The largest party in the CA has also concluded that the agitations cannot help accomplish the ongoing constitution drafting process.

Although the agitating parties have demanded the stalling of the ongoing constitution drafting process as a pre-condition for talks, the ruling NC has reiterated that the ongoing process cannot be put on hold under any excuse. "The constitution drafting process will be automatically stalled if the agitating parties came for talks. But a precondition to stall the ongoing statute making process is not possible," said Vice President Paudel.
