NA needs reforms: Bhandari

KATHMANDU, Sept 23: Defense Minister, Bidya Devi Bhandari, said that civil supremacy should be reflected by the legal provisions in the new constitution to be framed within nine months. Speaking at the closing session of the two-day seminar on civil-military relations in federal Nepal, organized by the Nepal Army (NA), she said, “Civilian supremacy cannot be realized through guns and force.”



Bhandari added that the provisions to bring the military under the civilian control could not be achieved during the framing of the 1990 constitution due to pressure emanating from then NA leadership.



She, however, added, that the NA has been committed to the concept of civilian supremacy since long even though the NA needed reforms.



The participants of the seminar have recommended that NA should initiate career training for its officers, reform its promotion examination procedures, impart knowledge on human rights and extend informal initiatives with the civil society to enhance its professionalism.
