BHAKTAPUR, Nov 28: It is the responsibility of the municipality to monitor irregularities and take stern action against those violating laws. However, Madhyapur Thimi Municipality in Bhaktapur has been found breaching the law itself.

This municipality has been constructing a building for its canteen by encroaching a blacktopped road. Locals have vented their ire against the municipality for constructing the building in an unregistered plot of land. However, the local unit has disregarded the locals' protest and is giving continuity to the construction.

The canteen is being constructed in front of Korea-Nepal Friendship Hospital, which is operated by the municipality itself. While the hospital falls under ward no 5 of the municipality, the canteen falls in ward no 4, which has been separated by a road in between. It seems like the municipality is constructing a temporary building.

Kumar Shrestha, ward chief of Madhyapur Thimi-4 confirmed that the municipality is constructing a canteen by encroaching the road. When asked by journalists why the building is being constructed despite protests from people, Shrestha asked the journalists to seek the answer from the mayor of the municipality.

Meanwhile, Anjana Madhikarmi, deputy mayor of the municipality, said she is unaware about the issue.

"It's better if you ask the mayor about this as he conducts everything without our consent," she said.

Mayor Madan Sundar was unavailable for comment as he is currently out of the country. Locals have filed a complaint with the District Court.
