The General Assembly of ANFA, held two weeks earlier in Chitwan, had instructed all 40 DFAs under ANFA to conclude their elections in between July 1 and August 1. Only three DFAs have held the elections so far.
Meanwhile, the election held in Saptari on Wednesday has been declared void by ANFA, saying that the election was not held in the presence of ANFA representatives. Piyush Shrestha was elected as the president of Saptari DFA. But, another election is being held in Fattepur of Saptari on Friday. Devendra Man Singh Basnet backed by ANFA president Ganesh Thapa is preparing for the election.
Elections have been concluded only in Dhanusha, Siraha and Udaypur. Tapeshwar Rawat won the Dhanusha election held on July 6, Arun Kumar Shah in Siraha on July 7 and Kiran Rai in Udaypur on July 5.
ANFA has recognized 40 DFAs for its September 7 election. Fifteen more DFA´s have informed ANFA that they are preparing for the elections. But there is no information about the preparation for elections by the rest 22 DFAs. Sunsari and Parsa are conducting elections on Friday. Nawalparasi, Rautahat, Bara, Bardiya, Sarlahi, Syangja, Sindhupalchowk and Tanahun will conduct the elections on Saturday. Dolakha, Palpa and Banke will hold the same on July 12, 13 and 16, respectively.
When asked about other 22 DFA elections, ANFA source said, "Elections are going on. We will have all elections by August 1. We have been verbally informed about the probable dates. We will have written confirmation soon from the districts."
ANFA statute released on June 26 has declared DFAs as autonomous bodies, so they can elect their body and set date for the election on their own, according to Indraman Tuladhar, joint coordinator, leagues and football management committee of ANFA.
The DFAs need to hold the elections in the presence of official ANFA representative. The DFAs are also free to set the election procedure. the new ANFA statute directs DFAs to prepare their own statutes and pass them legally before applying for ANFA affiliation. If ANFA accepts their application, only then can they become ANFA member and participate in the election process. However, DFAs haven´t fulfilled the criteria to hold the elections.
