Meeting of Business Advisory Committee concludes, no serious discussion on TRC

KATHMANDU, April 10: The meeting of the Business Advisory Committee of the House of Representatives that was convened by Speaker Devraj Ghimire has ended.

The agenda of the meeting included the formation of a parliamentary committee, the process of revising the regulations for the formation of a joint committee and the process of moving forward the bills under consideration in parliament.

According to the leaders, it has been decided to form a committee for the joint meeting of the federal parliament and the joint committee (working) regulations. The parties have been asked to give a name for it.

According to Rastriya Prajatantra Party (RPP) Chief Whip Gyanendra Shahi, preparations are underway to form a 12-member regulation drafting committee.

There are two joint committees of members of the House of Representatives and the National Assembly. They are the Parliamentary Hearing Committee and the Monitoring and Evaluation Committee on the Implementation of State Directive Principles, Policies and Responsibilities. To form these two committees, the Joint Committee (Working) Regulations are required.

Apart from this, the leaders say that there was a general discussion on the pending bills in the House. The ruling party had said that they wanted to move the Transitional Justice Bill forward on a fast track. CPN-UML, RPP and other parties reiterated their position that they should form a parliamentary committee and send it for quarterly discussion.

The government is trying to fast-track the passage of the bill to amend the Commission for Investigation, Truth and Reconciliation Act on disappeared persons. CPN-UML has been saying that they have agreed on the matter of passing it on fast track. After that, Prime Minister Pushpa Kamal Dahal, on behalf of the ruling parties, has put forward a mid-way proposal that can be followed by forming a special committee focused on the bill.

In addition, it has been said that the bill to amend the Constitutional Council (Works, Duties, Rights and Procedures) Act, 2066 and the bill to amend some acts related to prevention of money laundering and promotion of business environment will also be advanced on a fast track. However, the main opposition party has been taking the stand that all bills should be discussed in the parliamentary committee.
