Mayor Balen: Lead by Example, Not Threats and Violence

In a society that values responsibility, dignity, and decorum, the recent actions and words of Kathmandu Metropolitan City (KMC) Mayor, Balendra Shah, popularly known as Balen Shah, have been nothing short of disappointing. The mayor's outburst and impulsive expressions are not only unwarranted but also set a disheartening example for those who look up to him, given his stature as the chief of the KMC. Impulsiveness and anger are, without a doubt, human weaknesses that each of us may grapple with at times. However, the crucial factor is how and where these emotions manifest themselves. When they surface in inappropriate contexts, they can wreak havoc and undermine the very fabric of a civilized society. It is a testament to the values of our society that we expect our leaders, particularly those in esteemed positions like Mayor Shah to exhibit discipline and dignity in their words and behavior. Unfortunately, some individuals who ascend to public office fall short of these expectations. Similar to Mayor Harka Sampang of Dharan Sub-metropolitan City, KMC Mayor Balen has recently become a subject of severe criticism due to his reckless words and actions. His controversial statement about setting fire to 'Singh Durbar' in response to the police's routine security check to the public vehicle carrying his wife on public holiday on Saturday has rightfully raised eyebrows. Such inflammatory remarks and threats not only undermine the integrity of his position, but also pose a serious challenge to the functioning of a federal system of government and democracy as a whole.

It may be recalled that the government as a part of austerity measures and effort to check misuse of public vehicles has banned use of public vehicles on public holidays unless under exceptional circumstances.  While it is understandable that anyone, including Balen's wife, who gave birth to a daughter a few days ago, might become frustrated when stopped and questioned by the police, it is essential to recognize that making threats of arson against the principal secretariat of the federal government is not justifiable by any means. Such an expression is entirely unbecoming of an individual holding a dignified position like the head of a metropolitan city that houses the country’s federal capital. KMC operates within the framework of the Government of Nepal, adhering to the same laws and regulations. Rules are applicable even for vehicles with government number plates belonging to the metropolitan city. Therefore, Balen's anger over routine police questioning cannot be considered justified in any way. If Balen considers himself an autonomous ruler of an autonomous region, or if he has been misled into thinking so by his advisors, this mindset could be detrimental to his effectiveness as a leader. It is high time for him to comprehend his boundaries and recognize the significance of his role in a larger context. Had these comments come from an ordinary citizen, they would likely face immediate legal consequences. But as the head of the metropolitan city, Balen may feel somewhat insulated from such repercussions. However, it is the government’s responsibility to ensure that the rule of law is upheld uniformly, regardless of one's position or influence.

This particular incident also serves a lesson for the federal government as differences of understanding on jurisdiction appear to have persisted among federal, provincial and local governments. As our experiment with the federal system is not that matured, it is advisable for the federal government to set up effective channels of communication with local authorities in order to prevent further discord and potential conflicts. Engaging in dialogue with chiefs of provincial and local levels can serve as a constructive way to address their concerns and prevent any similar incidents in the future. We must not forget that the role of a leader is to set an example for their constituents. Mayor Balen's recent behavior has fallen far short of this standard. Although Balen deleted his controversial Facebook post two days later, it is our hope that Mayor Balen reflects upon his actions, demonstrates restraint and responsibility, and takes the necessary steps to mend the reputation of his own and his office. In a world where every word and action of our leaders is scrutinized, it is essential that Mayor Balen leads by example, upholding the dignity and decorum expected of his position.
