Maoists won't participate in deliberations<br/>Ruling among 8 parties file amendment proposals

KATHMANDU, July 10: The Unified CPN (Maoist), the main opposition, has decided not to participate in the deliberations on the annual policy and program of the government presented by President Dr Ram Baran Yadav on Friday. [break]



The largest party in the Constituent Assembly (CA) took the decision to this effect as a symbolic protest against the "unconstitutional move" by the president reinstating Army Chief Rookmangud Katawal, who was sacked by the then Maoist-led government.



Deliberations on the government policy and program will take place on Saturday and Sunday.



The Maoist party has said it strongly objects to the formation of a new government under the CPN-UML in the first place.



"We will send just one or two lawmakers to the parliament during the discussion on government policy and program but the rest will remain absent as a mark of protest against the formation of this government," said Maoist leader C P Gajurel.



Eight other political parties including a member of the ruling coalition have filed amendment proposals to the annual policy and program of the government presented by President Dr Ram Baran Yadav on Friday.



Twenty-two of the 25 political parties in the CA supported the formation of the UML-led coalition government.



Those filing amendment proposals at the parliament secretariat office are Jaya Prakash Gupta of Madhesi People´s Rights Forum (MPRF) led by Upendra Yadav, Chandra Bahadur Gurung of Rastriya Prajatantra Party-Nepal, Sarita Giri of Nepal Sadbhavana Party (Anandidevi), and Bishwendra Paswan of Dalit Janjati Party.



Likewise, Rukmini Chaudhary of Samyukta Loktantrik Rastriya Manch, Lila Nyaichyai of Nepal Workers and Peasants Party and Santa Bahadur Nepali of Rastriya Janamorcha also filed amendment proposals.



Also, Tilak Bahadur Thapa Magar of ruling CPN (Marxist-Leninist) is among those registering amendment proposals. "I will put my suggestions and withdraw the amendment proposal," he said.



Major ruling parties CPN (Unified Marxist-Leninist) and Nepali Congress did not file any amendment proposal.



The parliament secretariat slated timeframe to register the parties´ amendment during the office hours on Friday.



Yadav faction of MPRF on Friday issued a whip to all its parliamentarians to vote against the policy and program of the government.



In a statement, the party had issued a whip to its parliamentarians to attend, discuss and vote against the government´s policies and programs.



A faction of MPRF led by Deputy Prime Minister Bijaya Gachchhadar has joined the government.
