KATHMANDU, July 10: Unified Communist Party of Nepal (Maoist) is presenting modalities for integration and rehabilitation of its combatants, during a three-party meeting Saturday.

An office bearers´ meeting of the party held Friday prepared the modalities and a timeframe for issues concerning the peace process and constitution drafting. [break]

The meeting gave party Chairman Pushpa Kamal Dahal responsibility for finalizing the modalities and presenting them to the Nepali Congress and CPN-UML.

Maoist Secretary Post Bahadur Bogati said the modalities will include issues related to seized property, disbanding the YCL paramilitary structure and formation of a disappearance commission.

The NC and UML are demanding a concrete plan for management of Maoist combatants and resolving issues of peace and constitution.

Sources close to Dahal said the modalities will propose forming a new force as the best option. “The best alternative is to form a new force with special responsibilities.”

During a politburo meeting last month, the Maoists had prepared four options for combatant management, including forming a separate force of Maoist combatants, bulk integration of combatants in the national army, forming a joint force comprising equal numbers from the state army, police and Maoist PLA, or integration of Maoist combatants in all four security agencies -Nepal Police, Armed Police Force, National Investigation Department and the Nepal Army.
