BIRATNAGAR, July 3: President of the Nepali Congress and former Prime Minister Girija Prasad Koirala has said the Constitution cannot be formulated in the stipulated time if the Unified CPN-Maoist keeps on stalling the parliament.[break]

Stating democracy has been restored after a lot of sacrifices made by the people, he alleged that the Unified CPN-Maoist would have to take all the blame in case the Constitution is not drafted in the set time frame.

Koirala expressed these views while speaking at a press conference organized by the Nepal Press Union, Morang chapter Friday morning.

"The Maoists should understand that they would be the first victims if the Constitution is not made on time," he said.

Koirala said the Nepali Congress will not change its stance regarding the step taken by President Dr. Ram Baran Yadav.

"The Unified CPN-Maoist should free itself from its intransigence and give an outlet to the country from the deadlock if it really wants to foster the politics of consensus and cooperation," he added.

Calling on the Maoists to join the government to resolve the present problem, he said all the political forces should work for drafting the Constitution for anarchy and violence will not recede until the constitution is promulgated.

He said he has dedicated his entire life in the service of the nation and he has no desire for any leadership. He vowed to work for the national interest under any circumstances.

Party president Koirala said the dispute over the appointment of Sujata Koirala has ended with the election of the leader of the Nepali Congress parliamentary party.

Responding to query by journalists, he made it clear that federalism will not be based on ethnicity.

Koirala, who had come to his home town Biratnagar for three days of rest, departed for Kathmandu by plane this morning.

During his stay in Biratnagar, Koirala met with party workers from Sunsari and Morang, chiefs of security bodies in the eastern region, industrialists, businessmen, relatives and journalists.
