CHAUTARA, March 16: Senior leader of CPN-UML Madhav Kumar Nepal on Friday said the Maoists´ persistent demand for higher rank in the Nepal Army (NA) shows that the former rebel party is planning to capture state through force.

Speaking to media persons in Sindhupalchowk, former Prime Minister Nepal said the Maoists are to blame for delay in the peace process.[break]

"Nepal Army is a not a recruitment center for party cadres. The army has its own standards and criteria for recruitment," he said, adding, "The Maoist party should first provide personal details, including age and qualification, of PLA personnel to the army."

Nepal also reiterated that awarding the rank of major to PLA is impossible.

Stating that representation of Maoist combatants in the new directorate could be detrimental to national interest, Nepal said, "NA should just give jobs to PLA personnel."

In another context he said Prime Minister Baburam Bhattarai should resign as the government has failed to make significant progess in the constitution drafting and peace process. "Prime Minister Bhattarai would be acceptable only if he can take revolutionary steps to conclude the constitution drafting and peace process."

He even warned that the new constitution would not be promulgated within the stipulated time if the peace process is further delayed.
