KATHMANDU, Nov 17: Madhesi People´s Rights Forum (MPRF), Nepal Chairman Upendra Yadav on Wednesday claimed that the UCPN (Maoist) was unwilling to integrate and rehabilitate PLA combatants as the party still harbors an intention to seize state power.

Speaking at a function in the capital, Yadav said, “The strategy of the Maoists is to retain ex-combatants in the cantonments and seize state power at an opportune moment.”[break]

He also said it was because of the Maoists that the peace process could not be taken to a logical conclusion.

On participation of ex-combatants in the extended plenum of the party to be held in Gorkha on November 21, Yadav said since they are enjoying facilities from the state coffers, participation of combatants in the plenum would be inappropriate.

“As they are being fed on government expenses, they no longer remain Maoist combatants. They must desert the cantonments if they want to rejoin party politics,” he said in a face-to-face program organized by Reporters´ Club, Nepal.

Earlier, the Nepali Congress and the CPN-UML had also opposed the Maoist move to include the ex-combatants in the plenum.

Coming down heavily on the high-level task force formed to settle contentious issues in the new constitution, Yadav claimed it has not been able to address pivotal issues such as state restructuring, and governance, judicial and electoral system.

Yadav claimed if three major political parties do not give up their lust for power, the country will not get a new constitution by May 28 next year.

On a different context, he said as property ownership was a fundamental right of every citizen, fixing a ceiling on land holdings is neither scientific nor practical.

“Instead, we should formulate a strategy to increase agricultural produce through commercial farming.”
