The Maoists have started providing training to the members of the Security Committee. The responsibility to look after the Security Committee members has been given to local YCL members.
"The number of YCL cadres was about 800. Now there will be Security Committees in all 49 VDCs and three municipalities under the leadership of YCL members," said a member of a Security Committee.
The members said that the party has already instructed YCL members to form Security Committees and provide training to the members. The party expects to include at least 8,000 members in the Security Committees in the district alone. Such committees will be formed in each ward of all VDCs.
The member said the Maoists are planning to take decision whether to give continuity to the YCL separately or include the YCL members in the Security Committees.
The Maoists have also formed a Special Task Force (STF) that comprises 70 members of the Maoist combatants who were discharged from the cantonments recently.
The commandos have sophisticated weapons. "The commandos who are ideologically sensitive and expert in warfare activities are in the task force," the member said. The office of the Special Task Force is set up in Itahari Municipality-4.
The party is also preparing to develop separate camps for the Special Task Force. Party sources said the Maoists are preparing to keep some 100 disqualified combatants in a separate camp in Khanar. The party took the decision as disqualified combatants from Chulachuli cantonments refused to go home.
