DANG, Sept 18: Chief Minister of Lumbini Province, Chet Narayan Acharya, has stressed the need for coordination and collaboration among all three tiers of government for the effective implementation of the constitution.
Speaking at a sanitation programme held at the Province administrative premises at Deukhuri on the eve of the Constitution Day today, the Chief Minister said the rights granted by the Constitution to province and local levels are yet to be fully devolved, drawing the attention of the federal government to the need to address such gaps.

He stressed that the federal government should take initiation to transfer the rights to province and local levels as determined by the Constitution.
"The constitutional rights must be implemented to see full enforcement of the federal democratic republic," he said, paying tributes to all those known and unknown martyrs who attained martyrdom for the Constitution and for a democratic system. He also paid his respect to those injured in such movements.
The Lumbini Province government has decided to observe the Constitution Day that falls on September 189 by organising various programmes today and tomorrow, according to Province Chief Secretary Binod Bahadur Kunwar.
