Leaders plan marathon talks on capital's outskirts

KATHMANDU, April 9: Leaders of the three major political parties on Sunday decided to hold "marathon talks" outside the city to finalize decision on disputed key issues in the new constitution.



Their decision came as pressure mounted on politicians to resolve their differences in the run up to the May 27 deadline to complete the peace process and promulgate a new constitution. The Supreme Court had earlier said the term of the Constituent Assembly cannot be extended beyond May 27. [break]



"We at today´s [Sunday] meeting decided to hold a marathon talks on the outskirts of Kathmandu so that we can concentrate our attention on the crucial agendas," Maoist Vice-Chairman and Deputy Prime Minister Narayankaji Shrestha told Republica without elaborating.



According to Shrestha, the leaders plan to hold a meeting in Kathmandu on Tuesday morning which will resolve the remaining contentious issues on peace process. "Later on the same day, we will leave Kathmandu and gather at a quiet place on the outskirts where decisive talks on constitution writing will be held," said Shrestha.



Although Shrestha did not diclose the where the meeting was scheduled, other leaders said that they are planning to hold ´quiet talks´ either at Nagarkot or Dhulikhel.



Drafts of bills on TRC, disappearances not finalized



The Sunday´s three-party meeting at Singha Durbar however failed to finalize the drafts bills on Truth and Reconciliation Commission (TRC) and the Commission on Disappearances saying the law ministry failed to draft the bills as directed by a recent three-party meeting.



The leaders had earlier announced that they agreed to form the TRC with mandates to uncover the truth and work on reconciliations, reparations and pardons and recommendations for punitive action on cases of human rights violations during the decade-long Maoist insurgency.



"We had directed the ministry to prepare the bills on forming the two commissions in same standards and equal footing to deal with the incidents of grave human rights violations such as murdering a person under control, forced disappearances and other incidents," Nepali Congress parliamentary party leader Ram Chandra Paudel told reporters after the meeting. "But, we found that the ministry failed to prepare the draft as per the spirit of our direction." He said the leaders will once again hold talks before finalizing it.



All-party meeting on constitution amendment



Meanwhile, the prime minister is holding an all-party meeting to discuss the government´s plan to register constitution amendment bill to remove some procedural hassles in constitution writing.



Amendment of Article 70 of the Interim Constitution has become imperative due to time constraints. As per the constitutional provision, CA requires to give 22-day duration to the parliamentary party leaders from the political parties represented in the CA to resolve disputes. This provision is invoked even if a single lawmaker expresses objection while separately endorsing each and every clause of the proposed constitution through the 601-seat CA.
