Laws granting capital punishment not possible-Deputy Speaker

KATHMANDU, Sept 1: Deputy Speaker Shivamaya Tumbahangfe clarified that it was not possible to frame laws in a way to grant capital punishment to rapists in the present situation.

KATHMANDU, Sept 1: Deputy Speaker Shivamaya Tumbahangfe clarified that it was not possible to frame laws in a way to grant capital punishment to rapists in the present situation. 


At a program organized by the Nepal Rastra Bank Employees' Association Women Department in the capital today, she asserted that the laws related to execution could not be formulated in the context when Nepal is a signatory to different international instruments guaranteeing citizen's right to life.

"Nepal cannot frame laws allowing capital punishment till the country remains a part of different international instruments despite struggles demanding execution to the rapists", she noted, adding, "However, the federal parliament could come up with tough laws to take action against those involved in violence against women". 


Meanwhile, addressing the general assembly of the Visually Impaired Welfare Committee, she said that the concerned government agencies should themselves be serious to safeguard the rights of the people with disabilities. 


The Deputy Speaker also pledged to provide possible support to realize the rights of the people with disabilities. RSS
