The victims staged a sit-in protest in front of minister’s residence on Wednesday accusing Sapkota of taking more than Rs. 10 million.
Sapkota disappeared on last Thursday, the day when Bacchuram KC, an official at the ministry, was arrested for issuing fake Nepali passports to five Afghanis.
On Thursday, he boarded a Buddha Air flight to Kathmandu from Bharatpur, his hometown. He accused media of character assassination and claimed that he came to his hometown for a rest.
He also produced medical paperwork of Norvic Hospital in Kathmandu to add that he was treating for illness.
Sapkota is a member of Nepal Press Union and lost the election of the central committee.
