KATHMANDU, March 15: Kathmandu Metropolitan City (KMC) has issued a three-day ultimatum for the removal of a hoarding board placed without approval by the Kathmandu Ring Road Improvement Project in the Thamel area along Ring Road.

Mayor Balendra Shah (Balen) of Kathmandu Metropolitan City recently shared images of the unauthorized hoarding board on social media. He questioned the delay in the commencement of road expansion works.

The notice specifies that while the first phase of the Kathmandu Ring Road Improvement Project, from Koteshwar to Kalanki, has been completed, the second phase from Kalanki to Basundhara Bridge has been agreed upon between the governments of China and Nepal. It further states that the site clearance has been completed by the Nepali government, and the detailed engineering design and other related works have been undertaken by the Chinese side, with technical confirmation also completed.

However, objections have been raised over the placement of hoarding boards suggesting collaboration between the Nepali government and Shanghai Construction Company (China) and mentioning 'Not under the jurisdiction of Kathmandu Metropolitan City' at various locations, despite no procurement action or agreement being in place.

Considering this action to be in violation of Section 19 of the Public Roads Act 2031 BS, the party responsible for the hoarding board has been instructed to remove it within three days from the publication date of the notice. Failure to comply may result in the removal of the board by the Department of Roads itself, with further action taken in accordance with Section 30 of the same act.
