The six-point declaration pledges to develop and prosper Karnali, abide by human rights, embrace fundamental values of social responsibility, ensure gender equality, inclusion and social justice, and cooperative participation in development, and end all sorts of gender discriminations.

Likewise, the issues of basic health service, quality education, mitigating climate change risks, prosperity and development have also been prioritised.

The declaration also plans to urge all the governments--local, province and federal--to set up a separate branch of the National Planning Commission, define natural resource as community asset, conduct researches, processing and marketing of local products and prioritise inclusiveness and meaningful participation of women in national action plan.
