The joint-secretaries gathered at the office of Prem Kumar Rai, the joint secretary at the Home Ministry, before proceeding to CIAA to file the complaint against Minister for Tourism and Civil Aviation Sharad Singh Bhandari and secretary at the Parliamentary Affairs Ministry Pramod Kumar Karki.[break]
They are protesting minister Bhandari’s bid to transfer Karki from his current ministry to his ministry ‘violating the Civil Service Act and its regulations.’
According to the joint-secretaries, Minister Bhandari has proposed Karki’s transfer to the cabinet. Karki is a secretary under judiciary group and the Act does not allow him to be transferred to administrative group.
The complaints will also be submitted to the Prime Minister and Public Service Commission.
Meanwhile, Minister for General Administration Rabindra Shrestha said that no decision in this regard would be taken against the law. "Only if it´s according to law," he said when asked whether the cabinet would consider the transfer.
A delegation of the joint-secretaries also reached the venue of the cabinet meeting to alert the ministers in this regard on Wednesday morning.
