Inaugurating the first town convention of MJF, Nepal, Biratnagar on Saturday, he said the proposal to form an election government under the leadership of incumbent Chief Justice Khilaraj Regmi was not constitutional as the Interim Constitution of Nepal has not mentioned such provision.
