BANEPA, April 13: President Ram Baran Yadav has said that he won´t sign the new constitution in his capacity as the head of the state if state restructuring is done a way that it would lead to the disintegration of the country.

“I in the capacity of the head of the state won´t sign the constitution if state restructuring is done in such a way that it would lead to the disintegration of the country. This won´t be done by my hands,” said Yadav while inaugurating renovated Kalika temple in Kanpur, Kavrepalanchowk, Friday. [break]

“Since Nepal is a multi-ethnic, linguistic, religious and cultural country, a constitution that could lead to disintegration cannot be acceptable for anyone of us,” the president further said.

The president expressed confidence that new constitution will be promulgated within the stipulated deadline of May 27 as parties have lately expedited works on peace and constitution drafting process.

“I have been playing a role of facilitator with the Maoists, Nepali Congress, the CPN-UML and the Madhesi front to bring a new constitution that safeguards territorial integrity, national unity, ethnicity, language, culture and religions on the basis of consensus among all parties,” he further said.

The president argued that the Janaandolan II held in April, 2006 and various agreements reached among parties from the 12-point understanding to the recent seven-point deal have provided a strong foundation to help institutionalize the changes that have come in the country.

After visiting 380-year old Kalika temple and famous Arya Awalokiteshwar Dhyan Gumba in Timal, the president said, “I have asked Kalika Devi and Buddha their blessings for peace and promulgation of a new constitution.”

Yadav had reached to the rural areas of Kavrepalanchowk at the invitation of Mainali Society and the locals of Timal village. On behalf of locals, State Minister for Energy Surya Man Dong asked the president to help include plans for the integrated development of Timal area in the national periodic plan.
