Speaker Gautam made it clear that he would resign from the post if necessary because it would be difficult to run the provincial assembly with the speaker always providing the deciding vote. He said, “I will resign from the post if there is a situation where the speaker has to cast a vote and get a majority.”

He said that he voted for the formation of the government under special circumstances. Speaker Gautam claimed that it is a tradition for speakers to vote for government formation as well. When Uddhav Thapa, the leader of the Nepali Congress and member of provincial assembly, submitted his claim for the Chief Ministership of Koshi Province, Baburam Gautam, the speaker of the Koshi Province Assembly, signed separately as a member of the Koshi Province Assembly. Indra Bahadur Angwo, the leader of the parliamentary party of the CPN (Maoist Center) and member of the Koshi Province Assembly, signed in support of Chief Minister Thapa. Angwo mentioned that there are 13 members in the provincial assembly from the Maoist Center including the Speaker in the Koshi Province Assembly, but there are only 12 members in the Koshi Provincial Assembly except the Speaker.
