'Humanitarian efforts must aim for sustainable outcomes'

KATHMANDU, Aug 27: Apart from being timely, transparent, accountable and free from discrimination, rights efforts must be designed to ensure sustainable outcomes, said Rajeev Malhotra, a development economist from India who has developed indicators for planning, implementing, and monitoring humanitarian interventions for disaster-hit areas.

"Human rights based approach to disaster recovery must be based on indicators which should be woven into policies, and the same indicators must be used to monitor the effectiveness of the interventions to ensure sustainable outcomes," said Malhotra, said during his presentation on 'Human Rights Approach to Disaster Relief, Rehabilitation and Reconstruction.'


Responding to queries from the participants of 'Joint Policy Dialogue Meeting on Human Rights Based Approach and Right to Food in Nepal,' Malhotra said for swift actions, it is better to have predefined standard operating procedures that can be activated at the time of disasters. "Standard operating procedures are even more relevant in countries like Nepal where government bodies fail to perform effectively during the time of crisis," said Malhotra.

Malhotra expressed such views before secretaries from different government ministries, members from Dalit and Women Commissions, bar association and journalists, at a program organized by Food and Agricultural Organization.
