Home ministry signs five-point pact with Gaur Massacre Victims' Struggle Committee

KATHMANDU, Aug 8: The government and the Gaur Massacre Victims' Struggle Committee on Tuesday reached a five-point agreement, leading to the halt of all programs of protests previously announced by the Committee.

KATHMANDU, Aug 8: The government and the Gaur Massacre Victims' Struggle Committee on Tuesday reached a five-point agreement, leading to the halt of all programs of protests previously announced by the Committee.


According to joint secretary and Spokesperson for the Ministry of Home Affairs, Narayan Prasad Bhattarai, the Committee’s President Rupsagar Devi Upadhyay and the Home Ministry signed the agreement today. Bhattarai himself signed the agreement on behalf of the government. 


As per the agreement, the government shall investigate and prosecute FIRs over the Gaur incident dating back to 2007 and the guilty shall be brought to book in accordance with the law.

Moreover, it has agreed to publish in the Nepal Gazette the details of those announced martyrs following the incident and to proceed ahead with revising the list of martyrs by incorporating the names of those left out during the previous declaration.


Likewise, both parties have agreed for initiating a process for building the Martyrs' Memorial Pillar in commemoration of the incident in Rautahat within the current fiscal year and ensuring proper treatment and financial assistance to those injured in the incident.


The OHCHR-Nepal's investigation report into the incident states that "On 21 March, 26 individuals linked to the Communist Party of Nepal (Maoist) and one unidentified individual were brutally killed following violence which broke out when the Madheshi People’s Rights Forum (MPRF) and CPN-M organized simultaneous rallies at the same site in Gaur, Rautahat District."


Over 100 people were injured in the incident.
