KATHMANDU, March 31:  The government is preparing to announce the new budget within the month of May this year.

The government is planning to unveil the budget in line with the constitutional provision.

Due to a constitutional provision, it is likely that opposition parties will not obstruct the budget like in the previous years, said a highly placed source at the Ministry of Finance.

The announcement of budget was delayed repeatedly after the political change of 2006/7. Previous budgets had failed to achieve the estimated capital expenditure following delay in the announcement of the budget due to political wrangling.

According to Krishna Prasad Devekota, a joint secretary at the ministry, they have begun the works to unveil the budget within the deadline set by the constitution.

The National Planning Commission (NPC) has fixed the maximum budget ceiling of Rs 925 billion for fiscal year 2016/17.  The ministry will prepare the budget sticking to the ceiling fixed by the NPC.

Currently, discussions are being held between MoF, NPC and other ministries on the issues of budget, said the sources. The planning received from all the ministries are finalized through tripartite discussions. After the discussion, the officials at the MoF and NPC give the final shape to the budget.

According to a joint secretary at the MoF, the focus of new budget will be on the reconstruction and infrastructure development.
