Govt to take action against employees who fail to reach concerned offices within seven days of their transfer

KATHMANDU, May 12: There is a growing tendency among government employees not to appear in the offices assigned/transferred by the government, while working in the same previous office for years.

The Ministry of Federal Affairs and General Administration issued a circular to all ministries, offices, commissions, provincial offices, departments, and local levels on Thursday to stop this trend. 

The ministry has warned that departmental action will be taken against the employees who do not appear at the transferred office within seven days. The action will also be taken to the head of the office who does not send the employee to the transferred place.

Hemraj Tamang, joint secretary and head of Division of Personnel Administration, said that the ministry made such a decision considering that the trend of employees not going to the assigned place affecting the performance of the concerned place.

According to him, the number of employees who did not go to the place where they were transferred is large. But he said that the exact number is not known. According to another senior employee of the ministry, the number of employees who did not go to the place where they were transferred is around 2,000.

Employees who have been working in an office for years use various excuses if they have to move to a new office. In some places, even in agreement with the head of the office, there is a tendency among the employees not to go to the office where they have been transferred.

Similarly, another employee of the federal ministry said that the former head of office, head of department and secretary of the ministry encourages the employees not to go to the place transferred by the government. The employee said, “At the local level, mayors, deputy mayors, chairperson, vice vice-chairperson, ministry secretaries and office heads do not agree to send their close employees to other offices as much as possible.”

It has also been found that the people's representatives at some local levels do not inform the employees about their transfer. In the Ministry's circular, it has been asked to inform the employees who have been posted, transferred and withdrawn from the Ministry of General Administration and other ministries on various dates according to the Civil Service Act, 2049.

Likewise, federal civil servants assigned to work in accordance with the Employment Adjustment Act, 2075 and assigned to work as chief administrative officers at the local level in accordance with the Local Government Operation Act, 2074 should be transferred, assigned and returned to work in the agencies and offices according to the prevailing laws. The ministry has said that the public service has been directly affected as it has not been done so far. Those employees have been told in the circular to go to concerned offices within 7 days of transfer.

Similarly, the circular also states that the leave of those employees from the previous agencies and offices should not be accepted or approved after the period of consideration has passed in relation to the employees who have been transferred, posted, employed, assigned to work and returned to work.

The ministry is going to adopt a strict policy in the case of the employees who do not attend the transferred offices and the office heads who do not give notice. In the circular, it is said that the services, facilities and remuneration provided to the employees who are not transferred to the office and the head of the financial administration will be informed to the auditing body for recovery.
