Govt projects in limbo

KATHMANDU, April 23: Even as the current fiscal approaches its end, the much-hyped budgetary programs, including People´s Residences Program (PRP) are yet to be implemented.



The government had allocated Rs 300 million in the budget for current fiscal for the construction of low cost modern houses under PRP in Siraha, Saptari and Kapilvastu districts to provide housing facilities to 1,000 households targeting underprivileged communities such as Chamar, Dusadh, Khatwe and other Dalits. “By this time most of the houses would have been built. However, collection of applications from the targeted people hasn´t completed due to delay in setting out the implementation guidelines,” a high level source at the Ministry of Physical Planning and Works (MoPPW) told myrepublica.com on Thursday. The government has just recently formulated the guidelines.



With Rs 100,000 to be allocated by the government to each household, the beneficiaries have to bear other costs for the construction of low cost modern houses.



Housing development along the major highways and construction of Republic Memorials in Kathmandu has also suffered a set back as well. According to the source at MoPPW, government settlement development along Mid-Hill highway and Surkhet-Jumla road hasn´t seen much progress.



Planned development of settlement along the major highways and construction of Republic Memorial-- for which government has allocated Rs 150 million and Rs 10 million in current budget-- have also seen less than 50 percent progress so far.



The much-touted Kathmandu-Tarai fast-track is also in a limbo. The government has entrusted Nepal Army (NA) to open track of the 77-km proposed road and allocated Rs 250 million in the current fiscal.



NA has just spent Rs 25 million out of the total 200 million allocated so far where as Rs 50 million allocated to the MoPPW has remained almost unspent. NA has only opened 500m track so far.



There has also not been much progress other projects such as Darchula-Tinker road, Soaltee-Kalanki road, Chepang Marga of Chitwan, Galchhi-Trishuli-Syaphrubesi, and periodical sealing in major highways.



The government has allocated Rs 18 million to open track for 25 km in Darchula-Tinker road. However, only three kilometer has been completed so far.



Though the government allocated Rs 20 million for the construction of six kilometers Chepang Marga in northern part of Chitwan, only 500m has been constructed so far.



Likewise, only eight kilometers of the 50 km gravel road project along the Galchhi-Trishuli-Syaphrubesi stretch has completed so far due to dispute over land acquisition.



Periodical renovation of roads also has suffered set back as only 50 km of roads in major highways have been sealed against the target of 250 km with the budget of one billion rupees for this year.
