Govt policy and programs bring disappointment to education sector

KATHMANDU, July 8: The government's policy and programs for the next fiscal year, announced on Wednesday, came as a huge disappointment for the education sector that witnessed infrastructural damage worth Rs 5 billion in the recent earthquakes.

The document in a single sentence says that efficient service delivery would be ensured by completing repair and reconstruction of government school buildings using earthquake resistant technology. But the rest of the document merely gives continuity to the plans and programs announced in the previous years.

While the government has already formed a 17-member High-Level Education Commission, the policy and programs announced on Wednesday said the commission would be mainly responsible for introducing necessary reforms for making education more job-oriented.Targeting the disadvantaged groups, residential schools brought into operation in all the five development regions. "Children who have lost their parents in the recent earthquake will be provided free education," says the document.

The quake has affected around one million students in 14 quake affected districts.

The Department of Education has earlier directed the District Education Offices to collect the details of students in need of residential schools in the earthquake affected districts.

The government's policy and programs has further stressed on introducing technical subjects from grade nine to 12.

On Monday, the MoE gave a nod to the Higher Secondary Education Board (HSEB) to begin technical courses for the new SLC graduates in the technical category.

In a bid to increase national productivity by creating self-employment opportunities and developing entrepreneurship, the access and capacity of youth employment short-term training programs will be enhanced, the government report states.

The government has given continuity to its program that provides special incentives to girls of Dalit, Muslims and endangered castes for technical education.

The government's policy and programs has also highlighted the need for encouraging partnership between the community and institutional schools.
