Govt forms panel to bring about reforms in Home Administration

KATHMANDU, Nov 21: The government has formed a Committee under the leadership of former Chief Secretary Leela Mani Paudyal to bring about reforms in the agencies under the Ministry of Home Affairs.

Deputy Prime Minister and Home Minister Narayan Kaji Shrestha announced the formation of the panel on Monday by organizing a news conference at the ministry. He stated that the move was aimed at taking interventions to ensure reforms in the public administration.

The Committee led by former Chief Secretary Paudyal is given terms of reference to recommend policy reforms in the Home Ministry.

Former secretaries Sharad Chandra Paudel, Shanker Prasad Koirala and Laxmi Prasad Dhakal, Prof Dr Khadga KC, former Chief of Nepal Police Prakash Aryal, former Chief of APF, Nepal Singha Bahadur Shrestha, sociologist Dr Bindu Pokharel and IT Expert Bijaya Gautam are the members of the committee while Home Ministry's joint-secretary from the Policy and Planning Division is named as the member-secretary in the Committee, the Deputy Prime Minister said.

On the occasion, Shrestha shared that he would now focus on policy reforms in the Home Ministry.

"This Committee was formed to prepare the plan of actions to ensure reforms by identifying challenges and gaps in the public service being delivered from the Home Ministry and its line agencies," the Deputy Prime Minister said.

Prior to the announcement of the Committee, Shrestha held discussions with experts of public administration, security sector, information technology and others.

Shrestha said that there will be other thematic sub-committees to submit recommendations for the effective service delivery and policy reforms in Nepal Police, Armed Police Force, Nepal, immigration administration, jail administration, border administration, procurement management, national identity card system and some others.

On the occasion, Committee Coordinator Paudyal said that reforms in the home administration will have positive impacts on several areas and added that the Committee members would serve voluntarily.
