Government tables nine-point agreement reached with Dr KC at parliament

KATHMANDU, July 27:A nine-point agreement reached between the government and Prof Dr Govinda KC was tabled at the parliament. The government tabled the document, following the demand of main opposition Nepali Congress for the same. 

At the very onset of the meeting of the House of Representatives today, NC lawmakers stood from their respective seats, stating that they wanted to be clear about the agreement. 

Then, Speaker Krishna Bahadur Mahara gave time to Dr Minendra Rijal to put his views who described the agreement that convinced the senior orthopedic surgeon to end his fast-onto-death in the 27th days yesterday, positive. 

However, Dr KC had to sit for the hunger strike many days and the House became irregular in the past days, he added. 

Stating that the government could not forcefully proceed with the bill as it is, leader Rijal said the agreement reached to address the demands of Dr KC was itself the victory of sovereign people. 

In response, Minister for Education, Science and Technology, Giriraj Mani Pokhrel said with the signing of the nine-point agreement with Dr KC, he has been admitted to the Intensive Care Unit (ICU), bearing in mind his health issue. He pledged to take the agreement ahead with priority. 

Other lawmakers Gagan Kumar Thapa, Devendra Raj Kandel, Dr Dila Sangraula, Laxmi Pariyar, Uma Regmi, Ram Bahadur Bista and Prakash Rasali, and Nepal Workers and Peasants' Party lawmaker Prem Suwal termed the agreement positive one. 

They demanded inquires into the statement given by medical entrepreneur Durga Prasai negatively portraying the characters of Nepali female medical students who have studied and are studying in Bangladesh and action against him. 

Demanding the government makes the House further clear about the agreement, they drew the attention of the government towards the constitutional provision that requires appointments of the Speaker and Deputy-Speaker from different political parties. 

Minister Pokhrel tabled the agreement before the House, following the calls from the main opposition for further clarifications, but it failed to convince the lawmakers. The lawmakers said they wanted to be further clear about the agreement, forcing the Speaker to put off the meeting for 10 minutes. 

After the minister's replies, Balkrishna Khand asserted that the Council of Ministers should take the ownership of the agreement. 

Meanwhile, Communist Party of Nepal ( CPN) chief whip Dev Prasad Gurung has said the National Medical Education Bill presented at the House of Representatives would go ahead as per the parliamentary process. Talking to media persons following the lower house session today, Gurung said the amendment process regarding the bill would be based on the government suggestions. RSS
