"Appropriation of the budget over Rs 4 billion for the construction of postal highway at once, operation of trade route up to Indian border area from East-West Highway, people's housing program and headquarters development program in 20 Terai districts among others are the initiatives of Oli government. How can it be justifiable to state that the government is discriminating against Madhes in development?", he added. He also claimed that the government has developed a foundation for development in a year. "Some of the laws are yet to be framed. We would translate our commitment based on the foundation. Only promulgating constitution was not enough; the relevant laws, policies and structures should be developed for implementation ", the DPM clarified.

He also underlined the need for establishing industry in collaboration with public, private and government sector. Noting that the government would facilitate Nepali nationals and foreigners for the setup of the industry as per the government policy, he said the government has floated an idea for instituting industrial region and industrial hub in each village and to promote the industry in rural municipality. Likewise, Infrastructure Development Minister of State-5, Baijanath Chaudhary said the state government has put forward a policy to incentivize industrial setups. The lawmaker from Nepali Congress Devendra Raj Pandey urged the state government leadership to enable an environment conducive for development.
