Bishnu Bahadur Karki had allegedly cheated youths of Makawanpur, Kathmandu, Jhapa and Morang by developing fake Bhutanese Refugee identity cards for them.
Preliminary investigation showed that Karki had collected Rs 14.9 million from the youths.
Karki, who runs a foreign employment agency is Kathmandu, had come to Itahari to sell a housing plot in Itahari-9, when he was arrested by the Tarun Dal activists on Saturday.
