KATHMANDU, Oct 19: The Ministry of Forest and Soil Conservation has come up with 29-point commitment paper in a bid to make its programs more effective.
Organizing a news conference here Wednesday, the Ministry informed that the commitment was made to ensure result-oriented programs and effective and smooth public service delivery as distribution of woods and timbers for the reconstruction activities, reduction of the import of foreign wood, forwarding programmes on forest and wildlife conservation and against encroachment of forest, and tree plantation.
Ministry Spokesperson Prem Narayan Kandel said all good initations begun in the past would be continued. According to him, the leopards entering human settlements would be released to the forest with radio collar. For the minimization of conflict between the human and wild animals and its management, at least one rescue center would be set up. Similarly, first aid treatment center and information center would also be brought into operation.
On the occasion, Ministry Secretary Krishna Chandra Poudel informed the media that government was planning to purchase at least three ambulances for the rescue, treatment and management of wild animals.
Some other focus in the commitment paper are making effective the management of the loss caused by the human-animal clash, consideration of relief to victims, and the long term plan prepared by the President Chure-Tarai Madhes Conservation Development Committee.
Minister for Forest and Soil Conservation Shankar Bhandari also made commitment that he would focus on result-oriented tasks.

Performance Contract Signed
The Ministry has also signed performance contract with the Director-Generals (DGs) of its subordinate bodies to streamline the Ministry's works and undertakings as well as to make them further result-oriented.
The contracts were signed with Krishna Prasad Acharya of the Department of Forest (DoF), Bijayaraj Poudel, DG of the Department of Soil Conservation and Watershed Management, and Prakash Mathema of Department of Forest Research and Survey in the presence of Minister Bhandari.
The three DGs, following the contract signing, pledged to work with commitment to achieve more than 90% of their respective targets within the stipulated time.
The contracts will be re-viewed by mid-term and annually.
According to Ministry Secretary Poudel, such a contract will be signed with the Chiefs of other Departments as well as the other bodies in near future. RSS
