KATHMANDU, July 25: Tribhuvan University (TU) has been in a mess for a long time, to say the least. Recently, a shameless carelessness of TU came to surface when question papers of Delhi University were handed to the third-year examinees of the four-year undergraduate subject Tourism Development on Monday.

The students were confused when the Office of the Controller of Examinations (OCOE) distributed the question paper of the University of Delhi instead of the question paper of Tourism Development in the examination which was conducted through the annual system under the Faculty of Humanities on Monday.

The examinees had sat for the examination of Tourism Development of Nepal but all the questions were about Indian history! Some TU professors who Republica talked to said that the questions were from the question paper of an examination conducted by Delhi University.

This was a brazen case of apples and oranges and the height of carelessness. The examinees were confused for 30 minutes in the exam hall during the three-hour exam. For a full mark of 70, three questions of 30 marks were asked in Group A and four questions of 40 marks in Group B of the question paper. All questions were related to Indian history which the students had not studied at all. The examination of Tourism Development was carried out from about 30 examination centers.

The incident has led to prominent professors and officials of the university questioning the work attitude of the officials of the OCOE. Dean of Humanities, Raj Kumar Pokharel pointed out that the irresponsibility of OCOE has been exacerbated by asking questions related to Indian history when OCOE had to ask questions related to Nepal's tourism in the Tourism Development examination.

“If Indian history question papers are distributed in the examination hall for the examination on tourism development, then it is clear that they are cheating even while preparing question papers for examinations,” Dean Pokharel told Republica, “Discussions with subject experts should be held while preparing the questionnaire. Moderation is mandatory to check the accuracy of the asked questions and this is mentioned in the regulations of TU. But the question paper of the Tourism Development subject has shown that the OCOE did not follow the rules which led to such a big mistake.”

Examination Controller Pushpa Raj Joshi has admitted the mistakes in the question paper. According to him, the question paper for the exam on Indian History that was held on July 13, was mistakenly distributed in the examination of Tourism Development on Monday. “TU offers 29 optional subjects. History of many countries including America, India, and Europe is taught. Students choose subjects according to their interest,” Examination Controller Joshi explained, “It is also a case of human error.”

He said, “Within 30 minutes, we distributed the Tourism development question papers to the students in the examination halls and the problem was solved.  Around 1,200 students from all over the country are studying Tourism Development.”

He also promised to take precautions to prevent such mistakes from now on.
