Issuing a statement, DoE Director General (DG) Dilli Ram Rimal said that the work stations for all RPs need to be reviewed and changed.
"While some districts have more RPs than required, in other districts, shortage of officials often leads to delay in various tasks," stated Rimal.
The DoE's attempt earlier to transfer the RPs had to be cancelled following the protest against the decision. However, the office this time has directed the DEOs to carry out the transfers mandatorily in a phase-wise manner.
The department's move may have been prompted by criticisms over its failure to curb the irregularities at local level taking place with involvement of the RPs.
In order to push the decision ahead, the DoE had to make amendments to the Directive on Resource Persons as such transfer was earlier barred by the law.
The latest amendment of the Directive also suggests that the DEOs should appoint RPs only after they pass certain test. The details of the contract also need to be circulated to the Regional Educational Directorate and the DoE, Rimal stated.
Appointed as temporary teachers, the RPs are responsible to monitor academic and infrastructural activities of the community schools. Likewise, the government's educational flash report is also prepared on the basis of the data collected by the RPs across the country.
