Dissolution of HoR is unconstitutional: Former Prez Yadav

KATHMANDU, Dec 21: Former President Dr Ram Baran Yadav has termed the recent move of Prime Minister KP Sharma Oli to dissolve the House of Representatives (HoR) as constitutional.


The move by the President [Bidya Devi Bhandari] at the recommendation of the Council of Ministers is wrong on the constitutional, political and moral grounds. “The recent political development has disheartened me,” the first President of the country said while addressing the 46th Convocation Ceremony of the Tribhuwan University at Balkhu, Kathmandu on Monday.

Yadav argued that the step taken by President Bhandari has raised questions about the impartiality of the institution as the head of state.  He grumbled that she [President Bhandari] failed to provide guardianship to the nation as she took the ‘unconstitutional’ step to endorse the recommendation of PM Oli to dissolve the lower house parliament.


“Though I never commented on the roles of Prime Minister and President, yesterday’s incident compelled me to break the silence as it was really disheartening for me.”


He expressed hope that the Supreme Court, where Oli’s move has been challenged by eight different writ petitions, would do the needful to correct the unconstitutional move.


Prime Minister Oli, who is also the chancellor of the country’s oldest university, was not present during the ceremony. He, however, addressed the convocation virtually.
