Disqualified combatants yet to receive relief package

RUKUM, July 8: Many disqualified Maoist combatants have been deprived of relief packages meant for their rehabilitation as promised before being evicted from the cantonments.



Save the Children, an international non-governmental organization, had selected three non-governmental organizations (NGOs) to distribute the relief packages for the disqualified combatants in five districts of Mid-western regions – Rukum, Rolpa, Dang, Banke, and Kalikot. [break]



According to Save the Children officials, Child Workers in Nepal Concerned Center (CWIN) was to distribute the packages in Rukum and Rolpa, Dalit Network Coordination Committee in Dang, and Karnali Integrated and rural development research center in Kalikot.



But the disqualified combatants in Rukum and Rolpa have complained that they are yet to receive packages they were supposed to receive three months ago.



Under the programs, those aspiring to further their education are to receive free education up to higher secondary level, those looking for health education were to receive free Assistant Nursing or Health Assistant training, and those opting for their own business were to get assistance up to Rs 100 thousand each.



According to sources, the CWIN officials have already spent the money under various other titles. “If the Save the Children officials inquire, tell them that the packages have already been distributed,” a CWIN employee quoted CWIN’s mid-Western region coordinator Madhu Dawadi as telling them. He had informed the employees that the relief packages had been spent under other various titles.



However, CWIN General Secretary Tarak Dhital claimed they are ready to distribute the packages. “We are making preparations to immediately bring out the packages. If any of combatants is in your contact, please give us the name and address,” said Dhital.



The advertisement for the recruitment of employees to collect the data about the disqualified and for their counseling has also been postponed for unknown reasons.



The disqualified complain that their patience is running out waiting for the packages. The NGOs were supposed to collect the data about the disqualified before the third week of June and help the disqualified to begin the profession of their choice later.



“In the begin, CWIN promised to help me in my study, but I have not heard anything from the organization since then,” said disqualified combatant Man Bahadur BK. “I don’t know how to eke out a living now,” he said. According to him, the party took care of his living during the insurgency.



Similar is the condition of Tara BK of Rukukot. With her husband still in the cantonment, she is finding tough times rearing her child.
