Digital system to make police response swifter

KATHMANDU, Sept 2: With the installation of Police Digital Trunking System (PDTS), the time taken to reach a crime scene would be significantly reduced, said the officials with the Metropolitan Police on Monday.



Many times the police fail to act on complaints and reach a crime site in time not because of their unwillingness but because of lack of proper communication, the officials said. [break]



"Even if the site of crime or accident was close by, the police could not take timely actions because there was no proper mechanism to tackle the situation," DIG Amritkaji Shrestha, with the Directorate of Communication, said.

The GPS system built within the radio set will locate the position of the police and a large screen in police control room at Metropolitan Police Commissioner´s Office, Rani Pokhari, will display the site of crime, he added.



The Radio Technology was jointly inaugurated by Nepal Police IGP Kuber Singh Rana and Director General of International Cooperation Department of China Liao Jinrong amid a ceremony in the capital on Monday.



The system installed with the support of China is worth Rs 340 million (20 million RMB). About two years ago, China had agreed to offer the system after Nepal Police requested for it.



The system is computer controlled system and with the help of a band of channels the users can operate it from a control room with LCD monitors.

The police personnel on duty won´t be able to hoodwink senior officials as the on/off status of the set, call attempts, call record details will be recorded on the system.



So, if a police officer with the set tries giving false information, he or she will be easily caught, a police official said.



Till date, we have used 300 sets as preliminary test and in near future we will operate 800-900 sets, he said, adding, urban security, traffic jam monitoring, CCTV surveillance system is integrated within this technology.

The Nepal Police had decided to bring the system from USA, but later China offered to provide the system free of cost.



According to the police sources, Nepal Police has requested for more systems with the visiting Chinese delegation that has responded positively.

Addressing the ceremony Jinrong also said that the recently installed technology can be a big step toward bolstering law enforcement and fighting crimes effectively.

IGP Rana said, “We hope to expand the system throughout the country for effecting policing.



” Similar system is already in use in Pokhara and Sindhupalchowk, and if the government invests more on the technology, all the systems can be interconnected in the future. "We can make the best use of the system during the upcoming CA election," he said.



Criminals have no geographical boundary, so these systems will definitely helpful in detecting and demoralizing the criminals, Police Commissioner AIGP Nawaraj Dhakal, said.



Before the installation, 40 policemen were trained in China. The ceremony was attended by high level security and intelligence officers from Nepal and China, Chinese Ambassador Wu Chuntai, home ministry´s joint secretaries and top cops.
