At a meeting of parliamentary Public Accounts Committee (PAC) on Tuesday, defense ministry officials said NA had subcontracted works entrusted it to other parties in the past as well.[break]
Speaking at the meeting, lawmakers said soil excavation cost in the fast-track road project increased because of the army´s decision to subcontract the job to other parties.
In its clarification sent to the PAC through the defense ministry, NA said it simply followed the road project guidelines that allow it to go for labor subcontracting for the construction of big structures by utilizing local labor.
Responding to high soil excavation cost, NA said it paid Rs 100 per cubic feet for common soil, Rs 120 per cubic feet for hard soil, Rs 150 per cubic feet for soft rock and Rs 200 for hard rock as stipulated by the set norm.
