KATHMANDU, Aug 13: A day after the National Human Rights Commission (NHRC) urged the government to initiate investigations into the murder of Krishna Prasad Adhikari of Gorkha district during the armed insurgency, the UCPN (Maoist) has denounced the move and described it as ´an act of derailing the entire peace process ahead of the elections´.

Organizing a press meet at party headquarters at Koteshwor, Puspa Kamal Dahal, chairman of the party, said, “Some people and organizations have been plotting under the guise of promoting human rights.” [break]

While the issue of formation of a Truth and Reconciliation Commission ramains sub judice at the Supreme Court, some people have brought up the Adhikari case in a dramatic way, and this is not in keeping with the Comprehensive Peace Accord (CPA) and the Interim Constitution, Dahal said.

What if we also raise hundreds of similar cases from the insurgency period and urge the government to reinvestigate them one by one, he asked.

He also expressed dissatisfaction over recent media coverage of the Adhikari case and requested media to cover the issue on the basis of truth and not just sentiment. “The party has already taken responsibility for Adhikari´s death, so it is useless to blame innocent villagers in connection with the incident,” he said.

Writing a ´very important letter´ to the Office of the Prime Minister and Council of Ministers on Monday, NHRC had reminded the government that as the Adhikari murder case was not being fully investigated, the parents of the victim who are awaiting justice would be greatly hurt and a time would come when the government itself would need to own up responsibility.

The UCPN(Maoist) has urged the government to speed up the formation of the Truth and Reconciliation Commission and resolve issues accordingly, according to the press statement released by the party.

Otherwise, as important stakeholders of the CPA and leaders of the ´people´s revolution´, they would be compelled to initiate strong couter-measures, the press statement adds.

Those accused of involvement in Adhikari´s murder, who were present at the press conference, claimed that the incident was the result of provocation by the deceased´s brother, Nur Prasad Adhikari, with the backing of NGO´s and INGO´s.

Earlier, NHRC had reminded the government that bringing justice to the victims by establishing the the truth is a major aspect of the peace process and halting investigations into murder at a time when the formation of the truth and reconciliation commission was being delayed would go against transitional justice and law.

NHRC had also written to the police in Chitwan to initiate investigations and take action without delay in the case filed against the late Adhikari´s abduction.

Adhikari was murdered on June 6, 2004 by cadres of then CPN(Maoist) after abducting him.

Nanda Prasad and Ganga Maya Adhikari, the elderly parents of the deceased, are on a fast unto death at Bir Hospital since the last three weeks, demanding that the government investigate the case and bring the culprits to book.
