Dahal heads statute drafting panel

KATHMANDU, Feb 28: The subcommittee formed under the Constitutional Committee (CC) of the Constituent Assembly (CA) for settling disputes in constitution writing has nominated UCPN (Maoist) Chairman Pushpa Kamal Dahal as coordinator on Monday.



Former Prime Minister Madhav Kumar Nepal from CPN-UML, Nepali Congress (NC) parliamentary party leader Ram Chandra Paudel, Laxman Lal Karna of Sadbhavana Party and Kalpana Rana of CPN (Samyukta) are members of the sub-committee.[break]



Likewise, Dev Gurung and Khim Lal Devkota from the UCPN (Maoist), Bimalendra Nidhi and Radheshyam Adhikari from the NC and Surendra Pandey and Agni Kharel from the UML, Upendra Yadav from Madhesi People´s Rights Forum, Dr Prakash Chandra Lohani from Rastriya Janashakti Party and Sapana Malla Pradhan were also nominated as experts to support the top leaders in settling the disputes.



Altogether 75 contentious disputes in statute-drafting are yet to be resolved. Some of the thorniest issues to be settled include the form of governance, judicial system, electoral system, form of legislature and state restructuring.



Earlier, the high-level taskforce headed by Dahal had sorted out around 130 disputes.



After that the preliminary reports prepared by CA´s thematic committees were forwarded to the CC, which is entrusted with the responsibility to prepare an integrated draft of the new statute.



The subcommittee was formed with a view to expedite the dispute reconciliation and drafting process thinking that deliberations on the long list of disputes among the 64-member full committee would be impractical.



The subcommittee has been given till March 14 to settle the disputes and submit its report to the full committee. The statute drafting committee is working to a tight schedule as the extended deadline of the CA is expiring on May 28.
