Nearly seven months ago, the district court, Chitwan, had ordered the authorities to freeze Kham´s property and investigate into the crimes he was accused of committing.

Kham was the commander of PLA third division at the time when Shrestha was killed. Later he was transferred to PLA fifth division. The government had filed cases against Kham, Govinda Bahadur Batala, Keshav Adhikari, Gangaram Thapa and Arjun Karki on the charge of murdering Shrestha.

After the hearing in the case, the district court had ordered state authorities to detain the four accused. However, except Batala, no accused have so far been arrested.

The case was filed demanding 10 to 15 years of jail for Kham and three years jail for others. Police have listed them as absconding accused after they didn´t appear before the court defying court ruling for long.
