KATHMANDU, Jan 17: A meeting of "Constitutional Council" concluded at prime minister´s official residence at Baluwatar around 7 p.m., Saturday after passing procedural law regarding appointment of constitutional body officials, said Speaker of parliament Subas Nembang.

"We passed the procedural law regarding appointment of constitutional body officials today and agreed to hold another meeting on January 22," said Nembang. "With the passing of the regulations, we now have got the basis for making appointments in the constitutional bodies in an objective and impartial manner."
The next meeting of the council will be held at 5 p.m. next Thursday.
Although earlier it was reported by TV channels (and myrepublica.com) that one of the members of the council, President of Nepali Congress Girija Prasad Koirala attended the meeting, he did not. Instead his colleague from Nepali Congress represented him. Koirala is the council´s ex-officio member in his capacity as leader of the opposition.
At least five of the seven members of the Constitutional Council -- the prime minsiter, the chief justice of the Supreme Court, Speaker of the parliament, the leader of the opposition, and three ministers recommendation by the prime minister -- have to be present in the meeting to complete the quorum.
In the absence of the regulations, the Constitutional Council has been unable to fill vacancies in constitutional bodies like Commission for the Investigation of Abuse of Authority, Election Commission and Public Service Commission.
