CM Karki to Speaker: Resolution motion for vote of confidence unconstitutional

KATHMANDU, April 17: Kedar Karki, the chief minister of Koshi Province, has claimed that the resolution motion directing him to seek a vote of confidence cannot be tabled in the provincial assembly, asserting that such a move would be unconstitutional.

Sending a formal letter to Speaker Ambar Bahadur Bista on Wednesday, Chief Minister Karki contested the legality and constitutionality of the resolution proposal registered in the provincial assembly.

A special session of the provincial assembly has been scheduled for Friday, during which a resolution is set to be passed mandating the chief minister to seek a vote of confidence.

On April 8, the CPN-UML and the CPN (Maoist Center) withdrew their support from the Koshi Province government and urged Province Chief Parshuram Khapung to convene a special session of the provincial assembly.

The province chief set the special session for April 18 and registered the resolution proposal on April 15.

The resolution proposed by UML Chief Whip Rewati Raman Bhandari and supported by Ganesh Prasad Upreti and Kishore Chandra Dulal, stated that as CM Karki has lost the support of the majority of provincial assembly members, he is obligated to seek a vote of confidence from the provincial assembly by May 7.

It is also mentioned that if the Chief Minister Karki fails to seek a vote of confidence or resigns by May 7, then the Chief Secretary and Secretaries will not be bound to implement any decisions and instructions from the Cabinet, Chief Minister and ministers.
