Civil servants barred from receiving dual benefits

The government has decided to restrict civil servants from receiving dual benefits. Committee Chairperson Ramhari Khatiwada announced the decision on Monday during a discussion on the Federal Civil Service Bill report submitted by a sub-committee to the State Affairs and Good Governance Committee of the House of Representatives.

KATHMANDU, April 21: The government has decided to restrict civil servants from receiving dual benefits. Committee Chairperson Ramhari Khatiwada announced the decision on Monday during a discussion on the Federal Civil Service Bill report submitted by a sub-committee to the State Affairs and Good Governance Committee of the House of Representatives.


Khatiwada said the Bill would include a provision allowing employees to receive only one form of benefit- either a pension, other allowances, or the salary from a political appointment. Authorities will recover any amount received as dual benefits as government dues.

He also clarified that the committee will not support pension benefits for individuals convicted of corruption, government forgery or crimes against the state.


During the meeting, CPN-UML Lawmaker Raghuji Pant said the sub-committee had failed to reach a consensus on whether to grant pensions to individuals implicated in corruption cases. He stressed that the committee should only release the sub-committee's report after formally endorsing it.


Nepali Congress (NC) lawmaker Dilendra Prasad Badu explained that the sub-committee included the provision barring dual benefits because the law needs to clearly prohibit such practices. Maoist Chief Whip Hitraj Pandey clarified that while the committee does not intend to deny pensions altogether, it aims to bar civil servants from receiving multiple benefits at the same time.


The committee discussed the sub-committee's report on the Bill that seeks to regulate the formation, operation and terms of service for the federal civil service. The government had tabled the Bill in the House of Representatives in Falgun of 2080 BS (mid-February-mid-March 2024).
