KATHMANDU, June 7: The Commission for the Investigation of Abuse of Authority (CIAA) filed corruption cases against 13 individuals in a single day at the Special Court. After filing a corruption case on Thursday against 93 individuals, including former Prime Minister Madhav Kumar Nepal, the CIAA registered a separate case on Friday against 13 others in a different matter.
On Friday, the CIAA charged seven individuals, including the former District Education Officer of Khotang, Gyanmani Nepal, with corruption. They allegedly embezzled funds during the construction of a four-room building at Shree Krishna Higher Secondary School in Temma.
The CIAA named Gyanmani Nepal, then an engineer at the District Education Office; Briddhan Yadav, sub-engineer; Shivaraj Rai, school principal Khemraj Magar, chair of the school management committee Tikaram Rai, and contractor Jay Prasad Rai as the accused in the case.

The CIAA has accused the defendants of embezzling Rs 2.55 million by authorizing payments based on fake bills during the construction of the school building. It has demanded prison sentences and fines, setting the embezzled amount at Rs 2.55 million.
Likewise, the CIAA has charged Tika Prasad Bhatt, a non-gazetted officer at the Manthali Urban Development Committee in Ramechhap, with unlawfully receiving dual and triple benefits. After confirming that Bhatt simultaneously worked as a government employee, journalist, cooperative operator, and manager of an advertising agency, the CIAA filed the case at the Special Court.
The CIAA investigated a complaint against Tika Prasad Bhatt, who served as a non-gazetted first-class officer (Nayab Subba), for unlawfully claiming grade benefits equal to those of permanent employees, extending his tenure indefinitely despite being temporary, and securing a promotion from Kharidar (non-gazetted second-class officer) to Nayab Subba. After uncovering irregularities, the CIAA filed a corruption case against him.
The investigation revealed that Bhatt, while working at the Manthali Urban Development Committee, took on additional roles at various institutions without receiving official approval to engage in other professions or businesses outside office hours.
Upon confirming that several individuals supported and colluded with Bhatt in these activities, the CIAA filed corruption charges against five others. CIAA Spokesperson and Under Secretary Rajendra Paudel stated that the commission has filed cases against Bhatt, Amar Bahadur Thapa (then-chief of the Urban and Building Construction Project in Ramechhap), Narayan Prasad Bhandari, Suresh Kumar Wagle, Yamlal Belbase (then-chief of accounts), and Suresh Prasad Dahal.
