AK-47 security to Chakre Milan in Nepalgunj

KATHMANDU, April 11: Notorious gangster Milan Gurung aka Chakre Milan or “Chakre" has been provided security with the  modern deadly weapon "AK-47" in Nepalgunj, challenging the law and order.

Two days ago (Sunday) at Siddhartha Hotel in Nepalgunj, Chakre Milan was seen in the security cordon of deadly weapons. He was leaving the hotel with his associates when a young man assigned to protect him was seen carrying the weapon. Chakre Milan, who is frequently under the surveillance of the Nepal Police, has challenged peace and security by staying in the security circle of 'AK-47'.

A leader of the UML’s youth wing, Youth Federation, said that Chakre Milan, who is said to have reached Nepalgunj with his gang to participate in the convention of Youth Federation, was not seen at the convention venue on Monday. It is said that he is not even a representative in the convention of the youth organization.

After Basanta Kunwar was appointed as IGP of Nepal Police, Chakre Milan was openly seen in armed security. A video was released on Monday afternoon of Chakre Milan, who took weekly extortion from the hotels, restaurants and manpower companies operating in Chakrapath and Thamel areas of Kathmandu.

In the video, a young man carrying a modern weapon AK-47 is seen providing security to Milan. The weapon in the hand of the young man who is seen walking behind Milan is also clearly seen in the video. The security personnel concluded that the weapon is an AK-47. The video was released on Tiktok with the name Gyanendra Wali 57 but it has been removed now. It is said that Milan reached Nepalgunj at the invitation of Gyanu Wali and Bimal KC of Nepalgunj and was set to participate in the program of Youth Federation. Sources say that the young man seen carrying the deadly weapon in the video is Ganesh Bogati.

Earlier, the police had occasionally seized Chinese pistols and other small firearms from gangsters in Kathmandu, but such large and modern weapons were never seen.

When the Maoists were waging the armed conflict, their fighters and the Nepali Army were using such weapons. But the Nepal Police also seems to be unaware where Chakra Milan got the weapon from. Spokesperson for Nepal Police, DIG Poshraj Pokharel clarified that even if firearms are acquired after receiving license for the same, they could not be displayed publicly and said that it is yet to be revealed what kind of weapons were shown for what purpose.

Pokharel mentioned that Nepal Police is currently investigating the issue. "Even legally licensed weapons cannot be displayed in such a way as to attract and influence the general public. If it is illegal, he will be arrested and punished according to the law," said Spokesperson Pokharel. According to him, the Banke police are currently investigating the matter.

It was said that gangsterism had disappeared after gangsters like Kumar Shrestha alias 'Ghaintey' and Dinesh Adhikari alias 'Chari' were killed in police encounters. After that Chakre Milan also remained anonymous for some time. However, now some of his activities seem unnatural, according to the police. After 2074 BS, he was not under the control of the police. In May 2074 BS, the then Metropolitan Police Crime Branch had gone to his house at Chakrapath in Kathmandu and arrested Chakra Milan. He was arrested by the division stating that he could affect the security of the local elections. After that, the police released him, but now there is no surveillance on him.

Chakre Milan was recommended by UML as a candidate from Gorkha constituency 2 for the 2079 BS Federal Parliament election. At that time he had reached Gorkha. Along with Gurung, the UML also recommended the names of former National Planning Commission Vice Chairman Dinesh Chandra Devkota and Kopila Kumal. But later he was not nominated.

In the year 2071 BS, Chakre Milan was released after paying a bail of Rs 10 million in the case of money laundering. He was released by pledging a land in the name of others in Byas Municipality of Tanahun. In the case of money laundering, the special court had asked him for a bail of Rs 10 million in June 2013. But he did not pay the bail because he was incarcerated in the Central Jail in a drug case. He was acquitted by the Supreme Court in the case of money laundering after he deposited a bail of RS 10 million after his release from prison. The department had accused him of illegally acquiring property worth Rs 140 million.

Chakre Milan, who emerged from 2050 to 2051 while forming a gang in Kathmandu, is one of the old gangsters who came into the limelight in the capital. Although he started hooliganism from Thamel, later after Deepak Manang captured Thamel, he changed his work area and reached Maharajganj ring road. He has been doing businesses ranging from running a dance bar and restaurant to collecting weekly extortion.

There was a situation where no one could do hotel and restaurant business in Thamel without paying him first. Chakre Milan has been arrested and escaped several times. However, he seems to have retained his old business.
