According to Nepali Congress (NC) Vice-president Ramchandra Poudel, the concept has set the criteria for the appointment of officials at the constitutional bodies.

“The eligible officials must have served as special class or first class officer for a minimum of 12 years,” said Jayamukunda Khanal, secretary at the office of the prime minister.

The officials must not be more than 61 years old in order to serve for a tenure of four years. “All the appointments in the constitutional bodies will be in line with principle of inclusiveness adopted by the country,” added Khanal.
