KATHMANDU, April 3: The Constitutional Committee of the Constituent Assembly completed the process of collecting concepts from all the 24 parties represented in the parliament on Thursday. On the last day of the process, the committee took views of two Tarai-based parties-Tarai Madhes Democratic Party (TMDP) and Sadbhawana Party as as well some other small parties.
TMDP and SP have suggested that the country should adopt a parliamentary system of government to avert possibility authoritarian regime in the country.

Presenting their concept for the future constitution at the Constitutional Committee of the Constituent Assembly on Thursday, TMDP leader Mahantha Thakur and SP leader Rajendra Mahato said Nepal needs a ceremonial president elected by both houses of parliament at the center and states and prime minister elected by the lower house of parliament. They have suggested that the provinces should be given autonomy with right to self-determination.
Both the parties suggested that Nepali and Hindi languages should be recognized as national language in Nepal. They suggested incorporating the lines in the preamble of the constitution that acknowledges people’s movement, Madhes movement and other struggles of the people for democratic rights. They stressed the need for guaranteeing liberal democratic system of government in the constitution.
Despite their long stance for Madhes as a single province, they looked liberal. “We won’t object to the idea of incorporating other ethnic groups like Tharus inside Madhes identity,” said Mahato. He stressed the need for adopting a proportional electoral system unlike TMDP leader’s suggestion for a mixed system.
