CA panels set to sort issues through voting

KATHMANDU, Nov 29: After failing to reach consensus on the system of governance in the new constitution, the Constituent Assembly (CA) committee on System of Governance is set to hold elections to finalize the matter through votes within Monday and Tuesday. [break]



Besides the system of governance, the committee has failed to finalize the issue of electoral system as well.



Chairman of the committee Shambhu Hajara Dusadh said informal discussions held among the major political parties in the recent days have indicated that there is some chance of consensus on electoral system. "I think they will finally agree on mixed electoral system as practiced in the CA election," Dusadh told myrepublica.com.



"But there is a slim chance of reaching consensus on system of governance as the Maoist party is not in the position to give up its stance for directly elected executive presidential system while other parties are not ready to accept it," he added.



On electoral system, the UCPN (Maoist) has proposed Multi-Member Proportional Direct Electoral System, Nepali Congress (NC) is for giving continuity to the mixed electoral system of proportional and first-past-the-post system and the CPN-UML has proposed the Mixed Member Proportional Representation (MMPR).



On system of governance, the Maoist party has proposed for direct election of executive president without any post for prime minister. The NC is for electing both the executive prime minister and ceremonial president from the parliament. The UML has proposed directly elected executive prime minister and election of ceremonial president from the House. The Maoist party has also advocated for unicameral parliament while NC, UML and other parties are for bicameral parliament. The Maoist proposal has no opposition in the parliament.



The committee secretariat has said it has done all preparations to hold elections if needed.



"We have put everything ready for elections on the secretariat´s part," CA Spokesperson Mukunda Sharma, who is also secretary of the committee, said.



Meanwhile, the ongoing politburo meeting of CPN-UML discussed the matter on Sunday. The meeting instructed its members who represent the party in the committee to stick to its stance till the last minute. But, UML might become flexible depending on the situation if the decision making process is stalled only because of the UML, said the party´s politburo member Prithivi Subba Gurung, who is also member of the CA committee.



He indicated that the party may agree to election of the prime minister from the House as advocated by the NC.



"But we will never give up our stance for executive prime minister and ceremonial president. Also, we can never accept a directly elected executive presidential system as proposed by the Maoists," Gurung said.



CC also ready for election



Meanwhile, a meeting of Constitutional Committee (CC), which also functions as a thematic committee, on Sunday decided putting the issues for final decision starting Monday. "We will move ahead by taking decisions on all the provisions. Any issues that remain contentious will be finalized by voting," CC Chairman Nilambar Acharya said.



The committee on system of governance, the CC and the committee on state restructuring are yet to prepare their reports. Other eight committees have prepared their reports.
